This amendment takes away the discretion for free for all, and I do not think the Member for Dagoretti South, would do such things. The governors are now doing very wrong things. If you limit them to 10 per cent, they have no reason to transfer large amounts of money for purposes of transferring money for theft through contractors because at that point, they have already identified a contractor and they know which one gives and which one is stingy. I plead with the Committee Vice-Chair to withdraw the attempt to delete it or we defeat it."
