    "content": "Hon. Temporary Deputy Chairlady, this is a very important issue. I am supporting the deletion. There is no way we can allow people to spend money without approval. That beats the whole logic of having a county assembly. I want to put my voice to this and say that we have had issues of accountability in our counties. We have had counties and governors spending money in total disregard of the law. We have seen governors, especially in the County Government of Nairobi, condoning expenditure of public money without any accountability. We cannot allow that. We will not allow them or give them a blank cheque to spend money without the approval of the county assembly."
