    "content": "account for revenues that are collected locally in their respective counties. This to a large extent has been demonstrated by the fact that the amount of money that they are collecting is much lower than what the local authorities in that county were collecting before devolution. However, the Auditor-General, in the last two audit reports, has made it clear in many of the counties that revenue is not only being under-collected but even where revenue has been collected; such revenue has not been, banked as required, into the county revenue fund or has been misused. The Nairobi City County Government was a classic example in the last audit report where billions of shillings were not accounted for. The National Treasury has written and copied a letter to our Committee to demand audit of the capacity of Nairobi County Government in terms of its revenue potential. Mr. Deputy Speaker, Sir, what the petitioner is asking for is straight forward; a special audit by the Auditor General and it is important that we push for that so as to deal with the management of Nairobi City County Government. If there is any clear indication that money has been collected but has not been accounted for, that is a major concern by the residents of this county because services have not improved and to a large extent, this county has not changed a lot from what it was under the local authority despite the billions that are allocated to it."
