    "content": "Mr. Deputy Speaker, Sir, I take a different view from my colleagues. I thank this particular petitioner, Mr. Ogot, for bringing this Petition. Mr. Deputy Speaker, Sir, every dark cloud has a silver lining. We have seen the trend globally that marijuana is now being exploited for some benefits beyond the smoking and intoxication. We have seen the rise of medicinal cannabis and we have seen the use of other drugs for their industrial properties. Mr. Deputy Speaker, Sir, I encourage the committee that will be looking at this to look at the matter with an open mind. In the rolling hills and valleys of Gwasi in Homa Bay County where I come from, this plant grows wild. I do not think anyone here went to Tonga High School. There is a school called Tonga High School where the plant grew as a weed and it was very difficult for teachers to control it.
