    "content": "Mr. Deputy Speaker, Sir, I am aware of a similar case from Mandera County of the then Ministry of Agriculture and Livestock Development whose issue has not been resolved to date. It is important that the PSC takes into consideration matters that relate to staff development. An employee trying to pursue further studies is an important thing. They become an asset in terms of career development and providing better services. It is important for this case to be considered. I suppose it will be referred to the Committee on Labour and Social Welfare. It is important that we give it the due consideration that it deserves. There may be many other silent Kenyans out there who need to be considered."
