    "content": "Mr. Deputy Speaker, Sir, first, we should understand that this is a very sensitive matter. Last year when we were about to embark on this Bill, we had a lot of consultations with the Council of Governors and a lot of interruptions came in. If the Majority Leader has the Bill that he is talking about, he should meet with the Chairperson, sit and agree and then next week we move on without the interruptions we are having so that this Bill moves forward. The Bill deals with the lives of those who are currently employed at the counties. Governors are political officers who are about to go to campaign. They will forget the remuneration and pensions of the staff at the counties. If we tackle this Bill, we will have helped the counties."
