    "content": "Mr. Deputy Speaker, Sir, I was explaining how IBEC which is the Intergovernmental, Budget and Economic Council has also been consulting. A sub committee was formed to liaise with all stakeholders chaired by the Cabinet Secretary and the Chairman of the Council of Governors. I want to understand my brother’s pain because this thing has taken a bit of time and it is true that there has been pull and push around it. What happened is that after that meeting of IBEC, it was decided that all stakeholders will come with one Bill which they have all approved. In December, I am told that that process was concluded and I have got a letter from the CS, Treasury saying that they have agreed on the version.
