"content": "strange person from China – saying that the Bill which is listed for today’s First Reading is a different Bill from what the stakeholders agreed. So, what I requested – I want to plead with the House for at least one day – is so that we get it right this time and we do not continue with a process that takes us to zero again because of resistance from stakeholders, that the Bill be stood down for today so that I can consult with the Chairman of the Council of Governors and the Treasury CS together with the Attorney- General, because the desire is for this Bill to be done with like yesterday. So, I am just pleading that I be given a day so that we ensure that all those views are accommodated. The Cabinet Secretary and the Attorney General cannot come here to discuss legislation and that is why it came from me because my earlier Bill had been negated by the House and the work taken up by the Committee of Sen. Madzayo."
