(Prof.) Kindiki): Mr. Deputy Speaker, Sir, I beg to move the following Procedural Motion:- THAT, pursuant to Standing Order 100 (1), the Senate resolves that debate on a Motion not sponsored by the Majority or Minority Party or a Committee shall be limited in the following manner:- A maximum of three hours with not more than 20 minutes for the Mover, 20 minutes for the Majority Party Official Responder, 20 minutes for the Minority Party Official Responder and 15 minutes for each other Senator speaking and that 15 minutes before the time expires, the Mover shall be called upon to reply. Mr. Deputy Speaker, Sir, I do not want to speak a lot on this because it is a Procedural Motion that we pass every year on the limitation of time. There is no departure from what we have done in the past. Therefore, without much ado, I beg to move. I beg Sen. Sijeny to second this Motion."
