    "content": "Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. At the outset, I want to thank my friend, Hon. Sang, for this Bill. It is timely. Clinical officers, as it has been stated by my colleagues, have been the backbone of the health system in this country for many years. However, they have been frustrated for many years. This is because there is no progression in terms of learning and promotion.
