Temporary Deputy Chairman, I beg to move: THAT, Clause 10 of the Bill be amended— (a) by deleting the words “including education centres for children with special needs”; and, (b) by inserting the words “of the Constitution” immediately after the words “Article 53”. It is not the function of the county governments to establish education centres for children with special needs. In part (b), we are inserting the words “of the Constitution” for clarification purposes."
