    "content": "Temporary Deputy Chairman, I beg to move: THAT Clause 28 of the Bill be amended— (a) in Sub-clause (1) by deleting the word “or” and substituting therefor the word “including a”; (b) in Sub-clause (5) by deleting the words “secular” and substituting therefor the word “as set and approved by the Kenya Institute of Curriculum Development”. The Departmental Committee on Education, Research and Technology saw it right to safeguard the right of the Kenya Institute of Curriculum Development (KICD) to be the sole organ or institution to ensure that the curriculum is either changed or improved in this country. The Committee did not want to give any other body that part of doing curriculum reform."
