    "content": "Clause 38 of the Bill be amended by deleting the words “in consultation with the Council of Governors” in the opening statement. The justification of this amendment is that the recruitment of ECE teachers is the exclusive mandate of the Teachers Service Commission (TSC) as provided under Article 237 of the Constitution. Further, TSC is an independent commission that is subject only to the Constitution and not subject to direction by any other person. This is to ensure that the mandate given to TSC to recruit and deploy the teaching force in this country is for TSC, not any other body outside it. Thank you."
