    "content": "Thank you, Hon. Temporary Deputy Speaker. I want to speak to this amendment because we are making the law in context. I am a Member of this Committee. This Bill came from the Senate. Even as we talk about extra fees, it is like we have already decided that only a certain amount of money should be charged and that any extra amount must be negotiated with the PTA. That is extreme. As we talk about ECD centres, we should appreciate that this a country of poor people. I wish we could be as explicit as the Constitution. We have committed ourselves in Vision 2030 and the Strategic Development Goals (SDGs) that ECD should also be free and funded by county governments. They should set good policies and not argue about how much fees should be charged. They should also work out the procedures that head teacher should use to determine how much more to charge.
