Members, the Bill is clear that a public education centre shall not charge tuition fee. However, it gives provision for charging other levies, for example, trips. The Committee, in its amendments, has ensured that even that charge must be in consultation with the three bodies that have been mentioned. They are allowed to impose a penalty if the charge is levied without consultation. So, let us get it clear. There is no payment of tuition fee. What the Committee is trying to cure is the creation of a penalty even where other charges, which could be anything, are supposed to be levied after consultation. Let us have Hon. Nyikal."
