    "content": "If you look at the sanction we are giving, it is to ensure that the fees are minimal and in consultation with all the stakeholders. In essence, we are not allowing head teachers to charge fees, but telling them to charge for trips or other things and this should be in consultation. We are in Kenya and we know this happens."
