    "content": "Thank you, Hon. Temporary Deputy Chairlady. I have listened to the Hon. Member’s contributions and fears. First of all, the intention of this Bill was to ensure that ECD is accessible to all Kenyans. But looking at the sanctions, they are opening up a loophole. I wish to propose a further amendment to the section of being refused to attend school because of non- payment of the additional costs. So, it ends at imposing a sanction on the part of the head teacher. Thank you."
