    "content": "Hon. Temporary Deputy Chairlady, I beg to move: THAT, Clause 51 of the Bill be deleted. The justification is that each county should be left to establish its own feeding programme and formulate policy in that regard given its priorities, needs and requirements and to determine its own budgetary allocation for a feeding programme. The particular clause that we are deleting was trying to establish a way of dealing with the feeding programmes and formulating policies in schools. We felt that, that should be left to individual counties."
