Temporary Deputy Chairlady, I beg to move: THAT, Clause 52 of the Bill be amended by deleting the words “County Education Board” and substituting therefor the words “Teachers Service Commission”. The justification is that the TSC should be the body that is mandated to deliberate on matters of teachers to child ratio and responsible for the management, administration as well as monitoring the performance of teachers. The set ratio will go a long way towards ensuring teachers and pupils perform at optimum. This is to encourage the functions of the CEB and the TSC."
