    "content": "Hon. Temporary Deputy Chairlady, I did not get it clearly. The general trend is limiting any form of regulation check-up by the county governments. If you look at early childhood education, we will have thousands of schools all over. If we leave all this to the national Government, even without some delegation, then we will have a problem of very many of those schools and people who are not checking. So, I just want to hear more details about Clause 72."
