    "content": "Thank you, Hon. Temporary Deputy Chairlady. I want to inform the Hon. Member that the power to make regulations or to set standards across counties should be vested in the CS. It does not mean that the CS will do it alone. What we are trying to indicate here is that counties, whenever they carry out their functions, should ensure that standards of education across the country are the same. If we allowed counties to carry out different policies and programmes which are not guided by the CS--- That is an Article of the Constitution which remains with the national Government, especially on policy and making sure that standards of education are the same across all counties. However, the counties can still do part of their work on early childhood education."
