    "content": "The input of this is that the term “children with disabilities” is no longer used in the human rights field and the term now acceptable is “children with special needs”. We are trying to move with what the society is using. Earlier on, they were using “disabilities” but now we are using “special needs”. On Clause 2(b), that is the justification for the purpose of considering similar unique terms in the statute books. That is for purposes of consistency."
