    "content": "“child” has the meaning assigned to it under the Children Act.” So, I do not know why we are still curing “pupil” and “child”. A child is already defined in another law; in the Children Act. So here, on pupil and ages, there are areas where people start education very late. If you put age here and a child who is seven years has not started ECDE, maybe, it is because of the area where they live. Look at the pastoral communities. Why do we specify the age? Any child who can be admitted into ECDE is a pupil. Let that be determined locally at that centre. Why do you want to define that at this high level of the law? Either we remove “pupil” completely or we say “anybody who goes to those institutions to get education.” Hon. Temporary Deputy Chairlady, maybe, you should help us."
