    "content": "Mr. Speaker, Sir, all the money that is supposed to go to these health centres is available. But it is paid according to the progress of work. When the facility is ready, the money for furnishing will also be available. I really do want to urge that we must finish these projects on time, otherwise, the money will go back to Treasury and then it will be a case of not utilizing all the money. Hon. Members are the ones who will help us to make sure that the program moves on time. That is why I thank the hon. Member for Konoin because he brought it to our attention. Mr. Speaker, Sir, I would like to say that there are some constituencies which have never even started the ground work. They are still arguing about the locality and local politics on the ground. I am afraid we will move that money to other constituencies otherwise, the money will have to go back to the Treasury. So, what happens on the ground is very important."
