    "content": "Mr. Speaker, Sir, I take this opportunity to commend both the Senate and the CAF for putting the second legislative forum together. The county assemblies are our closest partners in matters devolution. The First Legislative Summit enabled us to have that linking and it was very productive because we were able to discuss issues of commonality and forge a way forward on how to proceed as well as how to increase and have better inter-linkages and collaboration between the two bodies. It is great that we are going to have a second legislative forum. That means that it is getting entrenched as something that the Senate will always do.
