    "content": "Mr. Speaker, Sir, pursuant to the provisions of Standing Order No.45(2)(b), I rise to seek a statement from the Chairperson of the Standing Committee on National Security and Foreign Relations regarding the directive issued by the Deputy President in Baringo County on 24th February, 2017. In the statement, the Chairperson should explain:- (1) The legality of the directive issued by the Deputy President with regards to the Bill of Rights in Article(50) (2)(a) of the Constitution of Kenya. That is the directive on shooting to kill. (2) What has the Government done to cure the real cause of insecurity in the region which is robbery in the name of cattle rustling? (3) What are the measures the Government is taking to ensure proper infrastructural development and distribution of social amenities in the region to ensure a long term solution? Thank you."
