    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 3 of the Bill be deleted. Mr. Temporary Deputy Chairman, Sir, Clause 3 intends to re-appeal Section 91(a) (1) which provided for the packaging of alcoholic drinks to a minimum of 250 milliliters. When this section was introduced it was courtesy of the request from the Kenya Secondary Schools Heads Association, of which I was a member. It was intended to ensure that our children do not access alcohol. When this was introduced, it cut down the issue of alcohol abuse by students in schools. I want to request my colleagues that we delete Clause 3. I am aware that it could have fallen under the Weights and Measures Act, but it is not provided for there as we speak today. I would request my colleagues and the Minister to consider the children of the Republic of Kenya."
