    "content": "Mr. Temporary Speaker, Sir, I rise to move the County Boundaries Bill (Senate Bill No. 16 of 2016). I will begin with the problem as it addresses the reason we require this Bill. The Constitution under Article 6 divides the territory of Kenya in to counties specified in the First Schedule which are 47 counties. It is now apparent from our research that we do not have any single legislation that defines the boundaries of counties.
