    "content": "Assembly Standing Orders and recommends to the House to approve them for publication by IEBC. Standing Order No.210 (5) provides that: “The Clerk shall submit the resolution under paragraph 4(b)(i) to the relevant State department or the authority that published the statutory instrument.” Section 109(3) and (4) of the Elections Act, 2011 as amended, however, provides as follows: “The power to make regulations shall be exercised only after a draft of the proposed regulations has been approved by the National Assembly.”"
