    "content": "That is very important. It is only after we approve these Regulations that, indeed, the Commission shall publish them and they come into force. Following recommendations of the Joint Parliamentary Committee on Matters Relating to IEBC, the Elections Law (Amendment) Act of 2016 was enacted on 20th September 2016. It provides for several amendments including those of use of elections technology in the conduct of elections. In exercise of powers conferred by Section 44(5) and Section 109 of the Elections Act that is required, the IEBC made regulations on technology, the purpose for which I have stated."
