    "content": "Thank you, Hon. Temporary Deputy Speaker. I want to support the Appropriation Bill and say that even as we look at the allocation of funds for various sectors of our economy, we want to interrogate exactly how effective these funds have been. This is a very unique Budget. It is the last Budget of the 11th Parliament. It is also a Budget that has come at a rather queer moment being read several months before due date or the start of the fiscal cycle. We know that even though we deliberate this, the fiscal cycle of this country remains the same running from July."
