    "content": "Hon. Temporary Deputy Speaker, I have a lot of regard for the Member for Kibra and I wish that he wins the Kibra seat. I hope he wins the nomination ticket. What he is talking about is the first charge after the Budget is read. This money will pay what has been spent in 2016. That always happens in any budget. All outstanding bills which have been incurred in 2016 shall be paid by the Budget for 2017. That happens every day, you should know. So, I do not know what he is informing me or what is out of order."
