    "content": "We should do a comparative analysis of this Appropriation Bill with that of the previous year on how much money was collected and how it was used. We cannot all the time, and I stated this when the Budget was read, have an Appropriation Bill giving us estimates for only this year alone. They should give us the Appropriation Bill for 2016 to see how each ministry was allocated funds and how the funds were spent. Without comparison, it does not give us a clear purpose or clear picture where we are headed to and what is happening in the country."
