    "content": "The Appropriation Bills will be debated tomorrow. The funds have been provided for in the Appropriation Bills under the care of the national Government, but which agencies? I request the Budget and Appropriations Committee to tell us who are going to administer these funds? Will they be under the national Government or county governments? If these questions are not answered, we cannot debate it. I have looked at the page on which the purpose of a Bill is normally indicated, but it is missing. The Collection Fund Appropriation Bill, 2017 makes provisions for sanction. We have so far spent some money from this Fund. It means that the money has been used. They are saying that the money was used to facilitate the withdrawal of funds from the Equalization Fund, in line with Article 204(3) of the Constitution. Hon. Temporary Deputy Speaker, I do not come from those areas and may not know whether it is true this money has been used as they have clearly said in the Memorandum of Objects and Reasons. The money has already been used, but the question is whether Kshs280 million has been used for roads, Kshs10 million for health facilities and Kshs95 million for education in Garissa, Isiolo, Kilifi, Kwale. We do not want to be a rubber stamp National Assembly that just sits to pass things."
