"content": "Mr. Temporary Speaker, Sir, the other issue is uncontrolled revenue collection. We have seen this in many counties. The worst is Nairobi where Kshs25 billion of local revenue has been banked in commercial banks but when you ask the Controller of Budget, it cannot be located. The matter is in court. I will not talk about it. There are many challenges that governors will leave behind when they vacate office. If political parties are serious about Chapter Six, today we would have seen a different trend in the nomination process. This will ensure that for the first time, Kenya moves in the right direction so that the next group of governors sanctifies what the first group of governors under the devolved system of government has done to our country."
