    "content": "Party lists are not just provided for in the Elections Act. They are also provided for in the Constitution itself. But, of course, as Members and House, you would be at liberty, when you debate these regulations, to propose whatever amendments as long as they are within the realms of the Constitution. It is for that reason that Hon. Aden Duale is proposing that debate on this Report and Regulations be deferred to Tuesday next week so as to give every Member an opportunity to run through them."
