    "content": "matter. I had sent the Serjeant-at-Arms to go, seek and bring the Senate Majority Leader to this House. It is either you were not in the House or it escaped your notice. However, all said and done, I do not see where Standing Order No.1 comes in. Standing Order No.1 only allows me to make rulings where there are no provisions in our Standing Orders. As far as I am concerned, we have not come to the closure of today’s business and I will allow the Senate Majority Leader to read his statement at any time that I so desire."
