"content": "Madam Temporary Speaker, it is unfortunate that the National Assembly of the Republic of Kenya has found it fit to reject the Bill after it has come from the Senate. I think my main worry is that the National Assembly Members do not appreciate that they represent people who are in those counties and not the Treasury or the executive in Nairobi. We are being subjected to unnecessary time consuming and a very difficult thing to do in the middle of the impending election when everybody is out and busy. To go into mediation simply because nobody wants to give an extra Ksh29 billion to our counties is a waste of time.
