    "content": "Madam Temporary Speaker, I beg to move that the National Assembly amendments to The County Early Childhood Education Bill (Senate Bill No.32 of 2014 be now considered for the reasons that this particular aspect of education has revolutionized education in the first world. African countries and many other developing countries, because of challenges of poverty, hunger and disease, have not paid sufficient attention to this sector of education. Since in Kenya, we aspire to be number one not just in Africa but also on the frontline in the upcoming former third world countries, it is important that we make this the main stay of our education. As I support, I am saddened as a Senator of this country that we have had an opportunity to oversight the expenditure on construction of ECD centres in many counties and the situation is pathetic. The construction of these ECD centres has been extremely wasteful where in some instances Kshs2 million is spent on construction of one classroom with four walls. It is a serious audit query that runs across the counties. I want, because of how it stands out, to congratulate the governor of Kilifi, Gov. Kingi, for the great work he has done in this department. He has got some of the best ECD centres. When you look at them alongside what was there before devolution, you wonder why the national Government would be unhappy with a governor like Gov.
