    "content": "with free primary education and going on to free secondary education as well as subsiding university education. We know that in the first years of a child, learning is the most important thing. The area that we should put a lot of emphasis and support to give enough money is kindergartens and the pre-primary. That is where the foundation of a good education is made. We know that previously, communities used to pay the kindergarten teachers because the government had not made provision for this; that facility was not there. It is good that the Government realised that this is the foundation of a strong education and development because education is the engine of development. If we do not give the children enough apparatus by providing good and enough classrooms, qualified and adequate teachers; we cannot talk of a good education system which is starting up here and forgetting the roots. I commend those who have done a good job and those governors who have good jobs. There are some governors who have not done such good jobs. I believe there is nobody who wants to be praised. Sometimes we misplace our words that if one does a good job, the national Government and we as the public we appreciate that person. However, if there is corruption you do not want to be told there is corruption because you belong to this side or that side. So, if there is corruption, there is corruption. If a person has done a good job, we appreciate and say one has done a good job. Therefore, let us not always trivialize the debate and start hurling abuse and attacks at the Government or to anybody else who criticizes corruption because it is both ways. Madam Temporary Speaker, I strongly support this amendment. We should pass it so that our children can start enjoying properly this facility and strengthen our education system. With those remarks, I beg to support."
