    "content": " Mr. Speaker, Sir, while I thank the distinguished Senator for West Pokot for asking this question, I would like the Chairperson of the Committee, when he brings the answer, to tell this House and the country whether the much publicized stories about building a technical institute in each and every constituency in the country is the usual campaign gimmick by Jubilee or a fact. If it is a fact, bring the budget line for each and every constituency in the country, the status of each and every technical institute, the levels of staffing, number of students where they are operational and the levels of bursary allocations by the Government to the students in those colleges."
