    "content": "Mr. Temporary Deputy Chairman, Sir, I stand to oppose this particular amendment. Basically, changing the taxation on cigarettes from physical characteristics to retail selling prices is likely to lead to a total loss of excise revenue on locally manufactured cigarettes of about Kshs2 billion. This is excluding the loss from imported cigarettes which is estimated to be about Kshs1.5 billion. We are talking about Kshs3.5 billion that could be put to use for development in this country."
