"content": " Mr. Speaker, Sir, in accordance with precedent and usage in many parliaments of comparable jurisdictions, I agree with you that you cannot use English and Kiswahili interchangeably. That is clear in the Standing Orders but in a speech, a Member can bring in words in a different language as matter of quote or emphasis without violating the language barrier. So, you also need to give us direction that if I am making a contribution and I quote that somebody said huyumtu ni mjinga, then I continue with my speech, that quote is not a violation of the Standing Orders. I would like the Chair to make it clear so that we do not get caught up in some of the uncalled for points of order when we are contributing if we make such quotations."
