    "content": "On a point of order, Mr. Speaker, Sir. It is not the question of the length of time a person has been in this House. The distinguished Senator may have been in the House longer than I have been but we are in the Senate at the same time. Rules of the House are in a book called the Standing Orders and even a first-timer can read and follow them. I understand what a presidential address is. It is on the State of the Nation. I know it can be critiqued and that is okay. The point I am making is that for instance when an order is made that a clarification or substantiation has to be made because, maybe, the Senator went beyond the limits of what should be done when we debate the Presidential Address, then that has to be obeyed. It does not matter how long I have been in this House but I remember yesterday an order was made that a substantiation has to be made on a statement that was made by Sen. Wetangula. Instead of getting that substantiation, I see attacks on people who are not in this House and have no chance of defending themselves. These are the basic rules of this House. All I am asking is that we follow our own rules so that when a Senator is ordered to substantiate, before they can stand on their feet, they must start by doing what is correct.
