    "content": "Mr. Speaker, Sir, I respect that very much because I can see has gone to consult at the other corner of the Senate. The point I am making is that I want to hope that the National Assembly realises that the Ksh29 billion that we increased and which we know can be found in the budget of this country, is going to counties. The National Assembly should appreciate that the constituencies they represent are within the counties so that it is in their interest that this money should go there so that their people can benefit. We have also increased or accepted the conditional grant that the government has given to the counties. This is important because the effect of it is to improve access, for instance, to medical care and to health facilities and also to those other things that are the duty of the county government than at this level; through the national Government through the conditional grants. This is something that needs to be lauded. It is something that we appreciate, all of us. During the period of the last four years that the Jubilee Government has been in power, we have seen a lot of changes in the way that things are done. We have seen the Huduma Centres; the e-citizen, for instance, and how much it has impacted on the issuance of licenses and certificates that otherwise took very long time and distances."
