    "content": "Mr. Temporary Deputy Chairman, Sir, I have listened to all the arguments. Let me start with my sister, the Minister for Public Health and Sanitation. My understanding in this country is that we tax cigarettes the highest because you want to discourage the majority of Kenyans from consuming it. I do not want to believe that the argument brought on this proposal is to reduce the prices of cigarettes. It is to bring balance.
