What we want to tell the CBK Governor in clear terms is that we are not complaining about the fact that he has reduced the amounts of cash we can remove from financial institutions or deposit on a daily basis. That is beside the point. As the representatives of the people of Kenya, we can pass it. However, if the representatives of the people are uncomfortable with the regulation, we cannot pass it. We know the genesis of this rule. This is a rule which is being imposed on us from outside the country. The Constitution is very clear. There is nobody who should be controlled by outside powers in this country. It looks like some people here are being controlled by the World Bank and the International Monetary Fund (IMF). Those institutions do not fall within the jurisdiction that is covered by our Constitution. Although we are members of the IMF and World Bank, we are borrowers like anybody else. Part of the terms of our membership is not for them to control how much money Kenyans deposit into their bank accounts or how much money they withdraw. You cannot go and negotiate our rights away."
