    "content": "This affects Kenyans because we capped the interest rates charged by banks in this country which has not translated to lending to businessmen. Banks are using this to arm- twist customers by not approving loan applications. Their aim is to make the situation look as if the law is so tough that they cannot lend. This House needs to be aware of that. We also need an explanation from the Governor, CBK, why the lending rate is down and yet approvals for loans are still very low. I think it amounts to arm-twisting."
