    "content": "Thank you, Hon. Temporary Deputy Speaker. I support this Bill and commend the Member of Parliament who brought it to our attention. In his foreword remarks he addressed certain issues. I am not a lawyer, but any issue touching on discipline requires, as a matter of natural justice, procedures to be laid down even if it is in, say, a Bill. This is to cater for decisions which could be made even in an ad hoc manner. There are circumstances where a number of results were cancelled. This is a matter of concern. However, the KNEC has been very inadequate to the extent that there have been massive allegations of corruption and misrepresentation. The image of that institution and the examinations they administer has suffered greatly.
