    "content": "because it is a reallocation although there are some inherent challenges, but it is just the procedure. If we make the law, we should follow the law. I would have thought that the better way to approach it, if I may advise the Member for Murang’a and her Vice-Chair, the Member for Tinderet, is that there is a lot of unanticipated expenditure we will have to go through in the next financial year. Some of those matters are better done through supplementary budgets. I made that case. I think there will be at least one or two supplementary budgets in the next financial year. Those of us who serve in the Budget and Appropriations Committee, if we are lucky to come back, will be more than willing to accommodate the National Treasury if they come with the supplementary estimates, which we normally do not always like. In good faith, I just have issues with the procedure."
